Strukturstudie BW 2023

The study investigating transformation and structural change through electromobility, digitalization and automation aims to systematically analyse implications for positively shaping change in the automotive and mobility industry in Baden-Württemberg. This should help to support Baden-Württemberg as an automotive location and to understand and utilize the technological change and the associated structural change as an opportunity.

Project description

The transformation of the automotive industry is taking place worldwide with ever greater dynamism and intensity. Driven by technological change in the areas of electrification, digitalization and automation, among others, existing innovation, production and value creation structures are changing or being completely reestablished - with a major impact on German and Baden-Württemberg automotive locations. Additional economic opportunities (e.g. through automated driving) are offset by the risk of losing competitiveness (e.g. in battery technologies). There is uncertainty as to how these changes could affect value creation and employment in Baden-Württemberg's automotive cluster, and the aim of this study is to present changes in Baden-Württemberg as an automotive location. It focuses on the challenges and opportunities arising from the electrification, digitalization and automation of driving in both the passenger car (passenger vehicles) and truck (heavy goods vehicles) sectors. Presenting these in a scientifically sound, comprehensible and transparent manner is a prerequisite for actively and positively shaping change in politics, society and industry. Another important criterion for a successful transformation is meeting climate targets and limiting further global warming. The electrification of vehicle drives is a necessary but not sufficient measure for this. However, the equally necessary change in the entire mobility system and mobility behavior is not a topic of this study.

  • What is the status of electrification, digitalization and automation and what are the trends?
  • What is the industry structure in the automotive sector in Baden-Württemberg (cars and trucks)?
  • How quickly and under what conditions will alternative drive systems become established?
  • How quickly will vehicles be automated?
  • How are value creation and employment developing?
  • What options are available for shaping the transformation?
