The Research Information System

From synthesis report to knowledge map

The latest scientific findings are essential for drafting and implementing decisions in politics, administration and business. The German Federal Ministry for Digital and Transport has therefore developed the Research Information System (Forschungs-Informations-System; FIS) as an internet-based knowledge platform for the area of its departmental responsibility in collaboration with scientific institutions. As an instrument of policy advice, its purpose is to establish the transfer of knowledge from science and research to politics and planning.

The scientific findings on selected topics are presented in a compact form (synthesis report) and presented graphically as a mind map (knowledge map). They enable intuitive access to various subject areas. The information represents the current state of research and knowledge. Key sources are brought together, taking into account the entire scientific spectrum, and presented in a balanced and neutral form in a problem- and solution-orientated way.

Information platform with real substance

The content in the FIS is created by renowned research institutes and is rigorously quality-controlled. This makes the FIS – in comparison to search engines or many open source knowledge portals – a substantial and scientifically sound source of information.

The FIS has been available online since 2004 and can be accessed by all employees of the Federal Ministry of Digital and Transport and other interested parties from government and research. During the course of the relaunch of the FIS system in 2010, a subject area structure to improve the networking of the knowledge maps was introduced. Outdated and redundant knowledge content is continuously being revised, summarised or deleted in collaboration with the evaluation areas. Topics for the creation of new knowledge maps are identified and newly developed knowledge maps are checked based on the FIS quality criteria. On the technical side, the layout of the website was last updated in 2017.

The group of users has grown steadily and primarily includes members of parliament and employees of local authorities, employees of public and private research institutes and universities, members of associations and numerous students. As a result, the FIS is now aimed at a diverse public with different, not necessarily (transport) scientific backgrounds.

Since 2008, the Institute of Transport Research, together with its project partner TÜV Rheinland Consulting, Central Research Management Division, has been responsible for the management and content coordination of the FIS. The different specialist areas are integrated and coordinated in terms of content and organisation in cooperation with the technical support, the Fraunhofer Institute of Optronics, System Technologies and Image Processing (IOSB), Department of Information Management and Control Technology and in agreement with the client BMDV.
